I am reaching out as I have now put in a couple of maintenance requests through this portal and directly with Kathy Horvath at Case Bowen and haven't gotten any responses.
Is anyone else having these issues?

I was not at all happy that once again our HOA fees were increased. I agree that Kathi does not respond to emails. This is and has been extremely frustrating.
Hi! This has been an issue for me too and contractors I've spoken to since I moved in. PM seems to be biased with communications and I've had issues from the start which has severely soured my experience here when I would have loved to work together and be part of the community.
I used to go to meetings to discuss in person after in which they would say they never got any emails etc. even after several follow ups. But the atmosphere feels demeaning and defensive towards owners when complaints are brought sometimes and I just want to avoid them now. I'm worried that they are trying to get voting pared down to people in meeting attendance. The notes are also rarely up to date.
It also seems like since I moved in the community has suffered a deluge of water issues. Idk if removal of some large trees or storm drain blockages might be contributing. Just speculation. Seems like suddenly everyone needed OBA.😕
I have a couple of issues with the Case Bowen rep. I sent them documentation I had regarding the structure of my building from an engineer. The floor joist that were used are not adequate and the floor on the 1st and 2nd are sagging toward the middle. They said it is surprising that it has not collapsed by now. I had the floor jacked up but I wont be able to tell how well that worked until I get new flooring put down. But when I heard it could have collapsed I thought about the condo high rise in Miami. They had a big law suite. Case Bowen/ Kathy Horvath/ the condo board has not responded. Every time I bring up an issue they sweep it under the rug. This is not what I pay my fees for. I expect all issues to be addressed; But they are not. If anyone reading this has an attitude of ... its not my issue well just wait until you do have one. It seems that everyone thinks the board is in charge.. it should be the associates are in charge and its up to the board to support the community. But that just isnt happening here
